The correct answer is C) tyrants getting land for the needy.

Democracy in Greece developed over time involving tyrants getting land for the needy.

Greek democracy dates back to 508 BCE when Greek leader Cleisthenes developed a new system of government he called democracy. The new characteristic of this system was that people, the citizens, were the ones who freely could elect their rulers. Trying to avoid the rise of another tyrant as happened in the past, Cleisthenes thought that if citizens elected their rulers, chances were that it could benefit Greek society.
