divide 28 by 4 then u get 7. then u multiply 7 sweets by 7 and you get 49.
so the answer is one 1 sweet costs 7$ = 7 sweets cost 49$

4 sweets cost 28p altogether
28÷4=7p for each sweet
If each sweet costs 7p, then 7 sweets would be multiplied by 7
7×7p=49p
7 sweets cost 49p
