How did the establishment of "New Rome" contribute to the decline of the Roman Empire?

In 395 AD the Roman Empire was split in two, in East Empire and West Empire. Because of the separation, the Empire had split government and separate capitals - Rome and Constantinople -. At first, both divisions supported each other and had parallel legislate measures and coinages. But with time, culture and religion became different and diplomacy became more complicated. This caused distrust and made both sides weaker and available to invasions.
