The answer is B. The individual and nature coexist but are largely separate. Even as the individual hastens towards the town the tide rises and falls, separate from the actions of the individual. This view is constantly repeated at the end of each verse. At the end of the poem, the traveler never comes back to the shore, but still the tide rises and falls.
