The correct answer is
B. Bush tried to play down the incident with Congress and the public in order to maintain an alliance with China on foreign trade and investment.
He presented it as an internal affair and something that the US should not meddle with. Even though he did limit heavily official visits to China, relations between the two countries were kept at a decent level.
