Correct answer:

C. Nevada

Most Indians lived on reservations in Oklahoma. They had medical care and educational opportunities even though they were deficient. In Arizona there was a reserve of the Moqui that sought the care of the Indian community. In Montana, the Fort Peck Reserve was opened for the Indian community. Congress also created the Rocky Boy Reserve for the Chippeawa and the Cree.

While in Nevada a rancher donated 40 acres to the Washo, which was the only one owned by the Washo in general. The foregoing shows that it was the state of Nevada that was least willing to contain Native American reservations at the end of the 19th century.
