So, We Have:

((4)/(9)) ^{ (-(1)/(2)) }
We Know that Negative Exponents Equal Division. So:
(4)/(9)^{( -(1)/(2) )} = \frac{1}{ \sqrt[]{ (4)/(9) } } = (1)/( ((2)/(3) )) = (3)/(2) = 1.5
