Paragraph two is where the claim is explained. However, you would normally introduce it in your introduction. Hence, the word introduction.

Usually in paragraph 2 or 3, since Paragraph 1 is used for the introduction and Paragraph 4 is used for the conclusion. Usually, the writer would use Paragraph 2 to present their claim then counter that claim in Paragraph 3.
