It means you have to figure out the answer to the question and the answer belongs where the equal sign is

The equals sign like this ≠ or this ≈
≠ basically means does not equal or not equal to.
≈ It's a sign for estimation, like if that answer to an equation was 3.81 and you rounded up to 4 you would put ≈ instead of =
