Are the decimals 0.4 and 0.40 equal? Explain.

they are both equal since 0.4 is just 0.40 without a 0 because you can add as many 0 at the end of a decimal but it still won't matter. For example 0.5000 would just be 0.5 because those 0 don't mater. if the 0 is in the middle of a decimal like 0.709 than the 0 between the 7 and 9 would matter because there is a number after it

Yes they are the same value because the 4 is in the tenths place in bother decimals. 0.4 is just a shortened way of writing 0.40.
