If you were trying to convert it to the standard form equation of a line
Ax + By - C = 0
Ax + By = C.
Simply distribute the 2 inside.
8x + 2(y+13) = 10
8x + 2y + 26 = 10
8x + 2y + 26 - 26 = 10 - 26
8x + 2y = -16 or
8x + 2y + 16 = 0.
