Which makes better packing material: a high density or low density material? why?

A high density material because it is harder to rip, ruin, tear, and most of them are waterproof for example steel

Density is defined as mass of a substance divided by volume of the substance.

Mathematically, Density =
(mass)/(volume)

As density is directly proportional to mass. So, more is the mass of a substance more will be its density.

And, more is the density of a substance more strength it will hold. And, when it will be used as a packaging material then it will not easily rip or tear apart.

As a result, it will keep the item or object safer.

On the other hand, a packaging material with low density can easily rip or can be crushed. So, it will not keep the item inside it safer.

Thus, we can conclude that a high density material makes better packing material.
