An agency has 4,000 employees. 2,000 employees have at least two years of college education. 1,000 of those employees have bachelors degrees. 1/4 of employees with bachelors degrees have graduate degrees. 1/5 of employees with graduate degrees have PhDs. What fraction of the agency's employees have PhDs?
