Firstly treat this a s an equation and do not worry about the < but pretend it is an =
Your scale is from -6 to 6 so using this you sub each x value into the equation to find the y value, e.g.
-6) sub in equation
-6/(5 x -6) - 1 = y
y = -0.8 so you can plot this point (-6,-0.8)

Then repeat this all the way up to 6 and plot the points on the graph then draw a line
