Seems the question asks you to find the speed, rate or velocity of something.

As we know, rate means "how much we can do in given time?"
So, Rate = Base work/Time taken

For speed, the base work to move some distance. So, for 125ft in 5 s = 125/5 ft/s = 25 ft/s

And 12m in 28 s = 12/28 m/s = 0.428 m/s
