The best strategy for sure is - analyze her weight with available tools and a doctor's advice, then adjust her diet and activity level.

This would be the most sensible way to address her weight and then compile a diet and exercise plan with help of her doctor. The doctor can advise her on whether or not she is overweight in the first place as many teenagers think they are due to peer and society pressure even when they are not.
