Because 4.23 can be represented as: 423/100 and 4.135 as 413.5/100, because the denominators are equal then you can compare the numerators only, therefor 423 is bigger than 413.
(4.23 is bigger than 4.135)

if you round 4.135 it is 4.14 therefore 4.14 is less than 4.23
