Why is there sometimes conflict and tension between police, prosecutors and corrections?

Why is there often tension and conflict between state, federal and local authorities? What are some of the costs of this tension and conflict? Without making major changes in the system, what could be done to lessen this tension and conflict?

police want to take criminals off the streets, prosecutors sometimes make deals with criminals to get someone worse off the streets, and corrections parole these same criminals back out to the streets after they are prosecuted.

The main conflict between state, federal and local offices is jurisdicition. Not sure how to change that.
