The answer is c. 3.6
3.6 + 3 = 6.6 pounds of sugar
6.6-3 = 3.6 pounds of sugar added to the dough. This weight that must be added to the total weight of the dough.
3.6 (new sugar) +21 (original dough weight) = 24.6 (total weight)
6.6/24.6 = 26.8%
