Step 1 ) finding the slope m:
m = 15+18/-2-9
m = 33/-11
m = -3
Point slope form is :
(Y-y1) = m (X - x1)
taking (-2,15) as a point and substituting the values:
Y - 15 = -3 (X + 2)
