The answer is A. The only way you can get the angle correct is by putting the compass in the center of the circle.

THE APEX ANSWER IS PLACE THE POINT OF THE COMPASS IN ONE OF THE LOCATIONS WHERE THE DIAMETER INTERSECTS THE CIRCUMFERENCE AND MARK OFF ARCS ON EITHER SIDE.
