The correct answer should be
D) all of the above
All people and legal entities have to obey the same law and the same rules according to the constitution. Governments and firms are also just groups of people who have to obey laws. This is what it is on paper. Any difference between what is written on paper and what is actually occurring in practice is usually due to corruption.
