The neutralization reaction is written as:

LiOH + HBr = LiBr + H2O

0.253 mol LiOH / L solution ( .01673 L solution ) ( 1 mol HBr / 1 mol LiOH ) = 4.233 x 10^-3 mol HBr

Concentration of HBr solution = 4.233 x 10^-3 mol HBr / .01 L solution = 0.423 M HBr solution
