In order to pack, Jordan can pack 3,280 blocks in 3 packs of 1000, 2 packs of 100 and 8 packs of 10.

He could also use 3 packages of 1000 and 4 packages of 100 to use fewest packages. This packaging would have an extra space for 20 blocks.
