Is an estimate for the quotient of a division problem involving decimals always, sometimes or never less than the actual quotient of the numbers?

If you estimate a quotient which answer is a decimal number with an integer value, the answer could be more or less the actual answer. For example 5/4 could be estimated as 1 (actual answer is 1.25) because is the nearest integer value; on the other hand, 7/4 could be estimated as 2 (actual answer is 1.75) for the same reason. In one case estimate is lower than actual quotient and in the other is greater.
