1.- Find the slope of the perpendicular line

P1 = (0, -1)

P2 = (3, -3)

slope = (y2 - y1) / (x2 - x1)

slope = (-3 + 1) / (3 - 0)

slope = -2/3

2.- Find the slope of the perpendicular line

slope = 3/2

3.- Find the equation of the line

Point = (-3 , 2)

y - y1 = m(x - x1)

y - 2 = 3/2( x + 3)

y - 2 = 3/2x + 9/2

y = 3/2x + 9/2 + 2

y = 3/2x + 13/2
