25,000 if the numbers before the one thousandth place are below 500 its going to be whatever the one thousandth is in this case 25000 if its above 500 it would be 26,000. the same can be done for rounding to tenths one hundredths and so on.

25,000 because five or more raise the score 4 or less stay with rest, and in this case the place u look to round is 3 so round down
