it says that 2 is in the thousandth place.

2) 2 is the nearest one when rounding

Rounding rules: 5 or above goes to the next number up. Four and below goes down.

Since none of these numbers is 5 or above, we know a two has to be in the ones place (you are unable to round up without a 5 or above).

Again, thousandths place = 3rd decimal place after the decimal point.
