He didn't because there is no such thing as 'god'.

Mosquitoes evolved over time and adapted to drinking blood and over time that became stronger.

Yes God is real. Mosquitos became annoying after Eve ate the bad apple that was outside the garden. So Eve is the one who made everything chances.
