There are two conditions for a relation to be a function.

Condition 1 :

For every value of x there must be a value existing

In this case if we take any real value of x , there will be some y defined for that value hence this condition satisfies.

Condition 2 :

No value of x should have two different values in y

In this case also , there are for every real value of x , we have an uniques value of y. Hence this condition also satisfies here.

Hence y=9x+1 is a function
