Sponges have no true issue as similar cells do not cooperate together.

Answer to the question is C.
Sponges have cellular-level organization which means that their cells are specialized so that the different cells perform different functions, but similar cells are not organized into tissues and bodies are a sort of loose aggregation of different kinds of cells.
