The complete and balance the equation for the reaction, in basic solution, is written below:
In must be noted that, a redox reaction is said to be balance, when both charge and mass is balanced on both reactant and product side. In present case, net charge on reactant side is +7, which is same as product side. Hence, the reaction is both mass and charge balanced.

For a particular redox reaction ClO2– is oxidized to ClO4– and Fe3 is reduced to Fe2 . The balanced redox reaction is expressed as:
4OH-+ClO2- + 4Fe^3+ ---> ClO4- + 4Fe2+ + 2H2O
