The right option is; B. Duplication.

Duplication is not included during the process of RNA transcription. Transcription is the first phase in gene expression in which a gene's DNA sequence is copied to form an RNA (particularly mRNA) molecule. The main transcription enzyme in this process is RNA polymerase which functions by joining nucleotides together to form a complementary, antiparallel RNA strand. RNA transcription occurs in three major steps which are; initiation, elongation, and termination.

I think the correct answer from the choices listed above is option B. Duplication is not step included in RNA transcription. This process is categorized into five stages which are pre-initiation, initiation, promoter clearance, elongation and termination.
