The answer is The quote best reflects the idea of natural law. It says government power must be restricted to protect rights because people by nature are selfish.

This is correct because more power, more problems. Since natural rights apply to all humans, the government’s purpose is to protect those rights, including life, liberty and the right to own property. This would be hard to do if the government got too powerful and too selfish.

It's difficult to answer without options to choose. Anyway I think I know the right answer. The statement that best describe the quote is  "the idea of natural law"
