I don't understand the question. Could you give me more detail as to what exactly what you mean? Because .02 is a decimal, and therefore is not a whole number. Did you perhaps mean as a fraction? In that case, it's 2/100

Well .02 can't exactly be described as a whole number because it's a decimal that is less than one.
It can be described as a fraction of 2/100
And it can be described as 2%
