The “four-minute men” was organized on June 16, 1917. The organization included volunteer speakers who assisted various government departments on the issues of national defense. They presented messages during the intervals in the theatres on the subjects of national importance. The total working of the organization was under the control of the Government. The speeches were prepared and presented to the authorities in Washington.
