I believe the answer is:B. It went too far in allowing the government to gather intelligence on private conversations of US citizens.

USA Patriot Act was made to intercept the act of terrorism that might compromise national safety.

But during the process, USA Patriot Act give the power for the government to monitor all electronic/digital activities that made by the citizens, which was considered as a massive violation of privacy.
