So if we want the ratio of flour to butter in fraction form, we want the amount of butter to be on top:
(9)/( (2)/(3) )

However, it needs to be in simplest form, which means not a complex fraction. To make it a simple fraction, multiply the numerator by the reciprocal of the denominator:

(9)/(1) * (3)/(2) = (18)/(2) = (9)/(1)

So, the ratio of flour to butter is
(9 cups of flour)/(1 cup of butter) (the text in the fraction formatted weirdly, sorry about that)

Hope I helped, and let me know if you have any questions :)
