Explanation: The person driving a vehicle is always instructed to stop of halt for the person who is blind. The person who has been granted to walk or cross a routes with a dog guidance or white stick(Blind person) should be allowed to walk or cross the street or highway and vehicle should be in pause situation.

This is true. Blind people always have the right-of-way and you should stop and let them cross the street or anything similar.
