The efforts of the u.s. government to apply its antitrust laws extraterritorially are strongly resented by other governments. A is correct, because countries basically hate it when the US interferes. Obviously, C and D are incorrect. And I don't believe the EU or Japan interferes either, so B is wrong. A is the only answer.
