All hazards can be neutralized

This is not entirely correct. It depends on the hazard. Think about it...When someone in a supermarket drops some fruit the floor gets juice and bits from the fruit on it. That sort of hazard can be cleared....But if your talking about a hazard like the Chernobyl nuclear disaster in April 86 up to this day the disaster area is still a extremely dangerous place to go. So in the end I would say
