As European nations became involved in World War I in 1914, the United States was option C. recovering from economic problems and building ties with Latin America. When WWI broke out President Wilson said that the U.S. would follow a policy of neutrality which would help to recover the economy and build ties with Latin American. Some Latin American nations were concerned with U.S. participation in Colombia and Panama conflicts.
