Average rate of change = (f(8) - f(5))/(8 - 5)
f(8) = 0.25(8)^2 - 1.5(8) + 2.5 = 0.25(64) - 12 + 2.5 = 16 - 9.5 = 6.5
f(5) = 0.25(5)^2 - 1.5(5) + 2.5 = 0.25(25) - 7.5 + 2.5 = 6.25 - 5 = 1.25

Average of change = (6.5 - 1.25)/3 = 5.25/3 = 1.75 thousand owners per year.
