Is 789 a terminating decimal

no, because a terminating decimal means that it does HAVE a decimal point. if it was a terminating decimal, it would look like 7.89

terminating means "end", if a number
-has a decimal point in it
-doesnt have the repeating sign over top of a number after the decimal (thats a repeating decimal)
then you can conclude that it is a terminating decimal.
