The answer is: touch.

The passage makes reference to the freezing wind. It produces a feeling of coming so close that it comes into contact with the body. As a matter of fact, it beats the hair against the face, it seems to make a wound in the hands, it is heard as a long dog cry, and the trees move backward and forward.

The wind's chilling force is imagery that appeals to your sense of touch

You cannot hear it's chilling force or taste it or see it, it is something devised to send shivers down your spine while you're reading it.
