I think the best way to characterize these two cells is their activity in capturing sun light and producing food or starch. Multiple chloroplast cells are often have more capacity in capturing sunlight as well as producing food than the cell that has only few. I hope this will helpĀ

Multiple chloroplast in the cell will be most active in preperation of food by the photosynthesis i.e. Leaves cells and second cell having few choloroplasts will be less active in the preparation of food and more active in the storage of food i.e. Roots cell.
