Part A : 60miles would represent 4.8 inches
Part B : 1/4 inch would represent 3 and 1/8 miles

Parts A and B can be answered by the dimensional analysis using the given conversion factors.
Part A. (60 miles) x (2 inches / 25 miles) = 4.8 inches
Part B. (0.25 inches) x (25 miles / 2 inches) = 6.25 miles.
