Confucianism allowed Chinese civilization to grow because it provided a system of belief in which the Chinese bureaucracy was based. And the Mandate of Heaven was the belief that the Chinese emperor had, literraly, the mandate of heaven to dominate and unite China. This gave more strenght to the emperor, something that allowed China to be a centralized state since Ancient Times.
