Which tone and style is most appropriate for an audience of local politicians and parents?

Arts programs are completely awesome, but we don't have money for them.

Listen people, we know the arts are important, but we can't pay for them right now.

Look, we like arts as much as the next person, but the budget won't allow it.

What makes this option the most fitting one is the use of refined register and a standard compound sentence organization. Language register is refined through the use of compound nouns i.e. school funds , and a prefixed verb i.e. reinstate. At the same time, the sentence is a compounded one, clearly organized by having a dependent clause be followed by an independent one,.
