The highest concentration of cities probably emerged along the two rivers the Tigris and the Euphrates rivers. This would have happened because of the large amount of fertile soil by those two rivers.

Answer:

"The Fertile Crescent", a region in what we now know as The Middle East or Western Asia, where the historical Mesopotamian civilization developed, was shaped by the basin of the Tigris and Euphrates rivers; this region comprises the modern territories of Iraq, Palestine, Syria, Israel, Lebanon, Jordan, Southern Turkey, wester Iran and Egypt.

The Sumerians are the first community considered to inhabit the region.
